It isn't micromanagement. The whole purpose of setting a policy is to
maintain a consistent approach for packages in the Debian system.

While I don't say that 'one size fits all', as you seem to suggest,
if we are going to have a uniform name for the changelog, we should
implement it in such a way as to maintain consistency with other
documentation in the package, and in a way that is easily maintainable.
I don't call changing filenames in original documentation easily
maintainable.
