changelog vs ChangeLog and policy dictates

I have done as Juan has asked, but I am uncomfortable with the change for
several reasons.

Does/Should the policy manual detail which letters may, or may not, be
upper or lower case?

Is such a "violation" of policy a bug that should get higher severity than
wishlist?

In defense of violating this policy:

Upper/Lower case lettering does not confuse the average reader.

The upstream source uses the ChangeLog style in the original source.

The rules file moves several files into the doc directory with a for loop
against a name list. This one file must now be dealt with in a seperate 
cp -a line, which is ugly. (sorry, I couldn't think of another word)

There are several other components of this package that also supply
changelogs of the form ChangeLog.<addon>. Are these files also in
violation of policy? This is a lot of "mucking around" for what looks to
me to be very little gain.

I find the typology of ChangeLog much easier to read than changelog. They
parse the same for me, and it is the fact that they don't parse the same
for *nix systems that allows them to be of such value, even in this small
case.

Advice?
