... and be the way to ban the packages from being included into
the distribution available for the users.

I still insist on the inclusion of this correction.

I don't see this being covered. If the author disagrees to make response
public and just don't answer the mail - it is covered, but if he responds
but asks not to make his response public - this is not covered.
