Bug#146703: debian-policy needs to be made by the latest debiandoc-sgml

Action requested:
1. recreate updated package in latest woody environment. (desirable)
2. if time permits, add "ps" and "pdf" files to the package (wishlist)

Problems:
If HTML pages are seen by links or lynx, it will look bad currently.
This problem comes from debiandoc-sgml and fixed in latest testing
version 1.1.67.

Please recreate new packages in new environment.  ------- (1)

Also I see many tex and latex files in source but no ps nor pdf.  With
latest debiandoc-sgml, ps and pdf can be build nicely without hack.  So
you may consider including them.  Just debiandoc2latexpdf and
debiandoc2latexps will do it :)  

Just minor patches to debian/rules. ------ (2)
