Most of the packages seem already fixed. Remaining issues:
* libfile-mmagic-xs-perl has a file licensed under it, but
it is completly missing from debian/copyright
* libauthen-bitcard-perl seems to include the Apache License
in its tar ball, but according to the rest of the code it
is not actually licensed under it, WTF?
* libapache2-mod-perl2 still includes the full text of the Apache
License in debian/copyright
