I support Soren Stoutner <soren@stoutner.com>'s request to become a Debian
Developer, uploading.

I have worked with Soren Stoutner on qtwebengine-opensource-src and
privacybrowser since the beginning of 2023 and I consider him as having
sufficient technical competence.

He has improved the packaging of Qt WebEngine (which is a hard package to
deal with, as it embeds Chromium) in many aspects, such as fixing the
Lintian warnings, building against system libraries, coordinating the
efforts related to shipping .bdic files in Hunspell dictionary packages.
This has shown that he has a good understanding of how Debian packaging
works and can solve complex issues.

I have personally worked with Soren Stoutner <soren@stoutner.com>
(key 70A47058E225C1A89FE3B4482D48F45A7EBE8C12) for 10 months, and I know Soren
Stoutner can be trusted to be a full member of Debian, and have unsupervised,
unrestricted upload rights, right now.
