I would hereby advocate the application of Ivo. It has been 3 years since I met Ivo at the Samba yearly conference. Over these years, I gradually discovered his good knowledge of Debian overall, his skills wrt packaging and the way the distribution works. More recently, Ivo did another step by becoming mor einvolved in the maintenance of samba. All discussions we had each time we met have been very productive and he has very good advices about the package maintenance. Even better, last weeks, he did great work in helping me in my yearly bug triage on samba package bugs (http://qa.debian.org/data/bts/graphs/s/samba.png says a lot even if several bug closures were also my own work..:-)) Ivo is someone very careful in what he does and I would very easily trust him in doing great job when maintaining a package in an area where he has expertise (and he has very good expertise in samba). I think Ivo would be a very important contributor to have in Debian even if that would bring Belgium closer to France in my soon-to-be-published ranking of "developers per country". Really, becoming a Debian Maintainer should only be a small step before entering the Real Game..:-)
