I have sponsored the pyudev and tinyxml (currently in New) for Felix in 
Debian.  I've also working with Felix in the context of a large Debian 
derivative.  In both cases I've found him quite knowlegable about both 
packaging and programming in general as well as very pleasant to work with.  
The Debian packages I sponsored wanted only very minor changes and he was 
quite open/quick about getting things changed.

I believe he's definitely ready to be a DM.
