Hi, I know Thorsten since at least a year and already met him in person and I'm quiet sure of his technical skins. In the past I already had the chance to sponsor one of his mksh uploads and had a look at his previous uploads (even if I couldn't sponsor them :). He is quiet engaged in responding to bug reports and interacting with reporters. So I think making him a DM is a good idea and I second his application. However I think it would be good if someone else who worked more with him would step up, too, as my opinion as one who became a DD only recently might not count that much as one of the veterans and those who worked more with him than me.
