I first knew about free software and the GNU project in 1992 while I was
still a student.  A professor of mine lent me a copy of the GNU Emacs
Manual dated back in 1986.  The GNU Manifesto was both enlighting and
inspiring to me.  My twin brother (josem@debian.org) and I reinstalled
our personal computer with an early SLS GNU/Linux distribution from a
bunch of 5.25" floppies in 1992.  Since then I was always an active free
software advocate and participated as a member of several local
GNU/Linux user groups.

I graduated as an engineer on Electronics and Communications and then I
got my PhD on Telecommunications Engineering.  Therefore I have a strong
interest on all free software related to electronic design, embedded
software development, distributed systems, etc.

Since 1999 I work as an assistant professor at the University of
Castilla-La Mancha.  There I teach about Computer Architecture,
Distributed Systems and Digital Electronics.  I've always used free
software in the labs.  Even when I was forced to use an ancient MSDOS to
prepare some low-level programming assignments I turned to bcc (Bruce C
Compiler) and FreeDOS.

In my classes on distributed system architectures I started using MICO,
TAO and ORBit2 (some of the many CORBA implementations available in
Debian).  Unfortunately our students got lost very easily and then I
found ZeroC ICE (www.zeroc.com).  A GPL'd middleware inspired in CORBA
ideas but with a far cleaner design.  This was one of the rare
occassions I needed something that was not included in Debian.  I
prepared some quick and dirty packages for our students and then I saw
some public interest for debian packages in the ZeroC forums.  I sent an
ITP on 2006-12-18 and then uploaded a polished version of those packages
to Debian.

I currently maintain zeroc-ice, zeroc-ice-csharp, zeroc-ice-python,
zeroc-ice-php, zeroc-ice-java, zeroc-icee, zeroc-icee-translators, and
zeroc-icee-java.  There is just one bug not yet archived, but it is
because of a blocking bug against cdbs that is going to be archived in
11 days.

I currently work on a GPL'd multi-processor-on-chip development platform
(MPARM) based on some already available simulators.  We are generating
dozens of packages and some of them should be also in Debian.  I would
like to maintain some of them (SystemC libraries, MPARM simulator, and
some support libraries I developed).


2. Philosophy and Procedures

   Francisco has a good understanding of Debians Philosophy and
   Procedures. He answered the Questions about Social Contract,
   DFSG, BTS etc. in a good way.

3. Tasks and Skills
- -------------------
   Francisco maintains a number of packages related to the zeroc-ice
   communications framework, all packages in Debian. I found these packages
   to be in good shape.
   Francisco also answered my T&S questions without problems

4. Recommendation

   I recommend to accept him as a Debian Developer.
