Hi, All.

Since there are 3 debian mirror sites in Hsinchu, the resources are largely overlapping.

After a prolonged discussion, we finally decide to retire Debian.NCTU.edu.tw.

Existing users can migrate to opensource.nchc.org.tw or debian.csie.nctu.edu.tw.

These sites also reside in Hsinchu, and shall provide similiar latency.
