I don't know it, but I assume it's a (future) test environment for the
planned removal of some older hashsum algorithms from Package lists,
etc. of which I heard on IRC.
As of now unstable/Release and unstable/Release and unstable/InRelease
though seem to be identical to the one in debian/dists/.
