No, it has not.

Please, really, check your network for issues and *read* (does
"Nameserver not responding" give you a hint?) before going out and
shouting "guilty!" all over the place.

Testing with two public resolvers:
$ host ftp.br.debian.org 8.8.8.8 # Google DNS

ftp.br.debian.org is an alias for debian.c3sl.ufpr.br.

(yes, the last two are expected as ns1.d.o has no business in resolving
a .br. domain name; to put things simple.)
