Packaging bundled library

Dear Mentors,

I'd like to package a small PHP utility that embeds a library. Should I 
package the library separately straight away? I know this is the way to 
go but on the other hand it seems like unnecessary overhead to package a 
library when it's used by only one other package.
What would be your take on it?
