Thank you for all your advices. 
However it appears to me that word "Hijack" is perhaps too strong due to 
negative meaning attached. This situation looks more like legitimate adoption 
/ taking over the package.

Just a thought: probably some form of semi-automatic check for MIA maintainers 
(similar to annual DM ping) could be useful in case of total lack of 
maintainer's activity neither in regards to uploads nor in mail lists...
