You mean proofgeneral-3.7-4?  Yes, just see
/usr/share/emacs/site-lisp/proofgeneral/images/README.images

   Is it possible to remove these files from the package? 

These are the images for the splash screen and the tool-bar, AFAIK. 
If you delete them the tool-bar is empty, but Proof General is
still fully usable (I believe).
