The package can only go in Debian if it does not depend on any non-free
software.

If package ‘foo’ requires a separate non-free package, ‘foo’ cannot be
in Debian. Perhaps it may be suitable for ‘contrib’, but that is not
part of Debian.

That would be awful, please don't. Installing a package must not require
network access at install time.

Best is to modify the work so that it does not need the Flash program at
all. You could collaborate with upstream to achieve that, and if that
would take a while, maybe patch the work so that it operates without the
Flash program so it can enter Debian.
