debian/compat is set to 7, but without mentioning CHANGELOG in
debian/docs, I get the "no-upstream-changelog" warning, and if it is in
debian/docs, I get the "wrong-name" error. Since I would like to have
debian/rules as clean as possible, how should I make sure that it is
there? (I use debhelper -8.9.0ubuntu1).
