A lintian warning about menu files without an icon field? Please file
a bug, probably pedantic level is appropriate.

Not really, there is no standard name of the upstream changelog and
often upstream puts into ChangeLog what should be in NEWS (according
to the GNU coding standards document).

Yeah, in this case the changelog file should be caught by
dh_installchangelogs with the appropriate compat version.
