I guess your lintian is newer than 1.23.48?
I can not reproduce it on my system.
I update my system everyday, and I try to find new lintian in official
archive. It seems that 1.23.48 is the latest official release.
Anyway, since Encoding is a deprecated key, I am happy to remove it.
The Encoding-key-free package can be found on mentors.debian.net:
