I don't know; this text still makes me feel uneasy.

What is the "Debian building system"?  The buildd(s), dpkg-buildpackage, 
debian/rules, all of /debian, debhelper/CDBS?  It is the maintainer's 
responsibility to ensure that the package follows Policy; how this is 
achieved depends on the package in question, and even on the specific 
preference of the maintainer.  There are too many factors that come into 
the picture.

IMVHO, it is slightly confusing.
