I'm sorry that there was a delay before someone could look at your
package. I unfortunately can't upload your package, since I'm not a DD,
but I hope these comments are useful.

Let me state at first that the package looks good in general.

debian/README.Debian: contains information that's interesting, but not
really very important for people who install the package. I'd turn it
into 'regular' documentation. README.Debian is more for major changes
that influence the behaviour of the package since previous versions, for
example.

debian/control: You've updated the standards-version, but a newer
version of Debian policy has been released. Please see the
upgrading-checklist in the debian-policy package.

From the description, short and long, I can't determine at all what the
program does. It love to provide some hints, but I really don't have a
clue what it does. Can you be a bit more concrete?

debian/copyright: it misses the years over which the author asserts the
copyright. E.g.: (c) 2002-2003 John Doe

debian/docs: you're installing install.txt, which is not useful to users
of the Debian package.

debian/rules: please remove commented out commands, since they don't add
any real value to the file.
