This is doomed to fail. You mix mate-control-center from Debian buster with mate-control-center-common from Debian testing.

The flaw of you bug report in fact is that we don't protect the user from having these inconsitent versions of mate-control-center component packages installed.

How did you upgrade mate-control-center-common (architecture independent files) without updating mate-control-center itself (architecture specific files of m-c-c)? You probably did not run apt upgrade && apt dist-upgrade, did you?

Q: How did your system end up in such an inconsitent interim state? Getting this question answered will help pre-empting other situations like this and possibly make me think of a fix to avoid it.
