That is exactly right. Other apache2 modules follow a different naming
scheme. It seems they would have shipped the shared object (for 7.3)
as:

    /usr/lib/apache2/modules/mod_php7.3.so

Are you using the right name? Should Lintian remind you to use 'mod_' instead?

Please reassign the bug back to Lintian if you would like to see a warning.
