I believe it is has been easier to hack on html_reports now, in case you
are still interested in working on this.

These days, you "just" need:

 * a config file
   - /srv/lintian.debian.org/config (will need some modifications)
 * a lintian.log file
   - /srv/lintian.debian.org/logs/lintian.log
 * a harness state cache.
   - /srv/lintian.debian.org/harness-state/state-cache

All three files can be found on lindsay.debian.org at the denoted paths
(I believe you have a log-in there - otherwise let me know and I will
put a copy on people.d.o).

For the given files, you will be needing a lot of RAM (2 GB) without
graphs (even more with graphs).  Memory usage reducing patches will also
be very welcome. :)
