Bug#714191: Symbols in /usr/lib/debug/.build-id are not checked

Only "^usr/lib/debug/(?:lib\d*|s?bin|usr|opt|dev|emul)/" is checked for files
that are detached debug info, while debhelper in lv9 installs them into
/usr/lib/debug/.build-id. Also, the debug-file-with-no-debug-symbols check
looks only for the .debug_line section while files installed by debhelper in
lv9 have only .zdebug_line (nothing stops you from putting such files in old
paths too).
