The package 'piuparts' is such an example. I first filed that as a bug
against the program, but the maintainer convinced me that he was indeed
doing the right thing:

| I'm not sure that is correct. man(7) describes section 8 as "System
| management commands", and piuparts is not such a command, it is a
| programmer tool. Or at least that is what it is in my mind. Therefore, I
| find that section 1 is correct, even if it can be usefully run only by
| root.
