Setuid /sbin/cardctl in pcmcia-cs

Hi,

When I run lintian on pcmcia-cs, it warns that /sbin/cardctl is
setuid. When I use -i, it tells me that I should sent a note about it
if it's intentional, so that's what I'm doing now. /sbin/cardctl has
been setuid for a long time, and it drops its privileges early, so it
should be safe to not warn about it.

(lintian also warns about /usr/bin/cardinfo but I'm going to remove
that program.)
