No.  It must be GPL-compatible, but it need not be the GPL.  For example,
you can reuse a third party's MIT-licensed code in your code, and that
software does not suddenly receive the restrictions of the GPL--in fact,
if you havn't modified the code enough to have a copyright claim in it
(which you often don't have to do, with well-written code), you don't
have any grounds to be placing the GPL's restrictions on that code at all.
