No, it couldn't, because the XFree86 project isn't Congress (or you local equivalent) and thus doesn't have any authority to define what a derivative work is.
You'd be violating the GPL by not having, e.g., xlib, under a GPL-compatible license. (If dynamic linking creates a derivative work).
