Does the UnrealIRCd license mandate that anyone who distributes
UnrealIRCd forces the recipient to agree to the license in a similar
manner?  If not, I don't understand the problem.  The fact that
click-through licenses are generally assumed to be incompatible with
the GPL (at least version 2, I haven't checked version 1, which might
apply here) doesn't matter in this case because you can easily get a
license to distribute the software under the plain GPL.
