That is the point.  What makes no sense about it?

It is the same as allowing to modify invariant section. One can remove existing invariant secion and insert his own.

BTW, I understand, FDL with invariant section infringements freedoms of the distributor, as Debian. Distributor is the last instance where the software package can be modified before it will be delivered to user. Distributor have more control of the package contents in this case. So FDL shifts control over specific parts of the documentation to software author.
