I know of one thorny problem in this area: many graphics are distributed
as .png or .jpg files, even though their creator probably used a richer
format like .xcf.

IIRC, there was also a case of a ROM image that was released into the
public domain, but the source for it no longer existed.  I don't remember
enough details to search for it, though.
