I agreee. I was trying to point out my understanding of the problem.
I find (b) a good balance between "giving back" and not imposing
burden on people. How to actually encourage people to "give back in"
is a completely separate issue which cannot, IMHO, be resolved via a
license (not more than you can't make people not steal by having laws
against stealing, as everyday life shows us).
