Some nations apply the principle that works not copyrighted in their
home turf aren't copyrightable locally. Someone in the thread
referenced below says that this is true in Australia. The US
Government, apparently, doesn't believe it has rights in its works
outside the US:

Can anyone else tell me if they know anything about how other
