If that's what the writers of the RSPL intend, they have made it less
than clear. (So much so, that they're basically leaving it up to the
court system to deside what their license means.) Perhaps you should
suggest that they adopt a model of making source available similar to
the GPL?

Can you provide a reference to case law where terms in a contract
similar to this have been decided one way or another? [And perferably
in multiple different jurisdictions?]
