No.. this is not true.
The both the Apache/BSD and GPL licenses are both Free Software licenses. What
makes them incompatible is if you want to link Apache code into GPL code (which
the tomcat.deb would obviously not be doing.
BTW... This should end this discussion :)
The site www.fsf.org is running Apache/1.3.6 (Unix) Debian/GNU on Linux.

If the FSF site is running Debian/GNU linux with BSD software I don't see any
