Can a copyright licence affect use or access? If so, this looks like a
typical "anti-commerce" licence.
The latter case would be very bad because latex2html is quite popular
and 35 packages in "main" build-depend on it (!).
I like the idea of a latex2html wrapper around htlatex, but think that
wishlisting that packages change is also good.
Maybe I should add that some files in latex2html are GPL'ed, which
possibly forces us / the maintainer to apply the GPL to the whole
package.
I think that depends on other matters too, but agree it is possible.
