The second paragraph of the license seems to imply that software may
be modified.
But, an explicit grant of permission to (1) distribute and (2) modify
is required under most jurisdictions. There is a difference between
copying and distribution.
This line:-

> on any copy.
May be rewritten as:-
"This software may be copied, and distributed, with or without
modifications; but this notice must be included on any copy."
To make it DFSG free.
