Look carefully at the heise.de site.  Even a badly-translated google
translation of the site reveals that this is yet another site reacting to
Netcafe's article on the matter.

So, let me clarify my statement further.  There are no primary news sources
other than the Netcafe site (which has an obviously biased view of the
matter) that I can find carrying any news about this new law.  All other
news articles I have seen have been rehashes of the posting to Netcafe.
