good. - The statistics don't wook in BTS - that would be too much :)
Is that leaving-fuzzy one that hard to translate? (I know, there are
some strings that are really bad to translate)

No, let's see why:
the statistics fetch the latest packages from unstable:
  Get:1 http://ftp.de.debian.org sid/main apt 0.5.23 (dsc) [756B]
  Get:2 http://ftp.de.debian.org sid/main apt 0.5.23 (tar) [1124kB]

let's see how many strings are to be translated:
  /tmp/apt-0.5.23/po$ msgfmt --statistics apt-all.pot
  0 translated messages, 1 fuzzy translation, 286 untranslated messages.
So, 286 untranslated items in the template - the fuzzy one is info
about last-translater, ... - you know.

Let's see the stats on "your" file:
  /tmp/apt-0.5.23/po$ msgfmt --statistics es.po 
  455 translated messages.
That can't be. There are 455 translated, where only 286 are to be
translated.

Let's update it:
  /tmp/apt-0.5.23/po$ msgmerge es.po apt-all.pot > es_new.po
  .............................. done.
  /tmp/apt-0.5.23/po$ msgfmt --statistics es_new.po 
  285 translated messages, 1 fuzzy translation.

short, the statistics update all files before checking them. That's needed
because German was translated to 151% but 200 strings were untranslated
:))

The fuzzy one in apt is:
