Yes, debian-l10n-german@lists.debian.org should be used.

Ah, I noticed that it seems to be necessary to remove all these "#, fuzzy"
strings otherwise English strings are used instead of the translated
ones (strange).
I found now the source in CVS and built the package to test the strings.
It seems to be OK. A few notes:
Why do you don't call autogen.sh in debian/rules when ./configure doesn't
exist? I also had to install automake-1.8. I hope your source code
contains ./configure otherwise don't forget to add automake-1.8 to
Build-Depends:.
During the configuration I see:

Maybe you should use ${rootjail:-not yet set} instead of ${rootjail} or
something similar for cases where rootjail is undefined.

I removed all these fuzzy flags but I also modified the translation of
"memorylocked" to "size of locked memory", etc. This makes more sense.
Maybe you should also change "maxproc" into "number of proc." since you
cannot limit a maximal number, but you can set it.
I attached a patch against the specified file.
