Please update debconf PO translation for the package snoopy 1.3-13

Hi,

You are noted as the last translator of the debconf translation for
snoopy. I needed to change the templates to make the debconf messages
conformant to the developer's reference.

Since I only removed the question from the long description and added
a question mark to the question asked in the short description, I
tried to adapt the translation as well.

So it may be possible that your work is already done. I would
appreciate if you could take the time and verify that I didn't break
the translations in the process. Please submit any corrections as a
wishlist bug against snoopy.
