I installed debian testing(buster). It installed the updated kernel 4.19.0-1-amd64 automatically. 
 But it always was booting into initramfs where i was not able to any command. But the last Kernel booting worked. 

The fix was as following:
1. Added ahci driver if in physical machine or mtpspi if in vmware workstation and sd_mod to /etc/initramfs-tools/modules. 
2. Then regenerated initrd with update-initramfs.
