Bug#851695: replacing base package with -unsigned removes module files



Package: linux-image-4.9.0-1-amd64-unsigned
Version: 4.9.2-2

Changing kernel package foo for foo-unsigned (or vice versa) ends up
removing modules.* files.  It probably shouldn't.
