So far as I can see, the original purpose of the existing linux-
headers-*-all packages was to support source packages that build binary
packages of modules for all flavours, for inclusion in the archive.
Since the removal of nvidia-graphics-modules, we no longer have any
such source packages and I don't know what these metapackages would be
useful for.

In any case, such a source package would often need to be updated for
API changes in the kernel, so I wouldn't expect a binNMU with an
updated linux-headers-all metapackage to work.  Do you remember how
you intended to use this metapackage?
