While upgrading my Debian Testing, I have met this error:

Setting up initramfs-tools (0.123) ...
update-initramfs: deferring update (trigger activated)

update-initramfs: Generating /boot/initrd.img-4.3.0-1-amd64
E: busybox or busybox-static, version 1:1.22.0-17~ or later, is required but not installed
update-initramfs: failed for /boot/initrd.img-4.3.0-1-amd64 with 1.

This is strange because I seem to have this:
  busybox => 1:1.22.0-18
  busybox-static => 1:1.22.0-18

Let me know if there is some info you'd need to debug the issue.

The design has not changed.  busybox is not a dependency (in general).

It is, in effect - the default setting is BUSYBOX=auto which behaves
the way you want.
