Yes!  Installing firmware-linux-nonfree corrected both problems.

1. Linux vt console unreadable snow.  Fixed.  The vt consoles now
   appear normal.
2. X11 Window System now successfully uses radeon driver at the
   correct resolution.

Thank you very much for helping me with this problem.  The smallest
detail can break things severely.  It is always wonderful how a little
help can make things go from very grim and depressing to no real
problems at all in just a very short while.
