Bug#638696: [PATCH] alpha, gpio: GENERIC_GPIO default must be n

Since GPIOLIB is optional on alpha, GENERIC_GPIO must not be
selected by default.  If GPIOLIB is enabled, it will select
GENERIC_GPIO.
