Bug#298230: Serial problems with kernel 2.4.27

This bugreport describes several problems I have encountered in 
kernel-image-2.4.27-1-k7 and kernel-image-2.4.27-2-k7 in Sarge:

Originally I had kernel-image-2.4.27-1-k7 installed and serial
support was completely broken. Every connection on any serial
port (tested with two onboard serial ports as well as with two
different USB-serial adaptors) just delivered garbage. In every
case the same port worked like a charm when used with kernel
2.6.8 and 2.6.9.

I had talked to Andreas Barth about this at FOSDEM and he asked
me to file an RC bug and CC debian-release and debian-kernel.
Unfortunately I did not have time for it until today. In the
meantime, kernel-image-2.4.27-2-k7 went into sarge, so I tried
that as well. Interestingly, the local serial ports (16550A) work
ok in kernel-image-2.4.27-2-k7, but on the USB-serial adapter, a
PL2303, I get the strange effect that receiving data works ok,
but sending does not work at all. The exact same adapter works
fine for receiving as well as for sending with kernel 2.6.8 and
2.6.9 on the same machine. I do not have access to the other
USB-serial adapter I used on kernel-image-2.4.27-1-k7, so I
cannot repeat the test with that one. If anybody has one, I would
be interested in the results.

Another thing I get with 2.4.27 and not with 2.6.8/2.6.9
is the following:

The "USB device not accepting address" happens about 20 times on
boot, until the kernel actually accepts the USB hub. This is
independant from the USB-serial adapter. It happens with the
PL2303 connected or disconnected and the problems with the PL2303
occur regardless whether it is connected directly to the USB port
on the computer or to the hub. As other people have reported USB
problems with 2.4.27, this might be a general USB issue.

USB Controller: Silicon Integrated Systems [SiS] USB 1.0 Controller (rev 07)
USB Controller: VIA Technologies, Inc. VT82xxxxx UHCI USB 1.1 Controller (rev 50)
USB Controller: VIA Technologies, Inc. USB 2.0 (rev 51)

The USB hub is connected to the VIA EHCI controller.
